HOUSING COUNSELING SERVICES

 
Y Housing Resources (YHR) is a strategic partnership between the Y's community development corporation, YCDC, and the Housing Alliance of York. The mission of YHR is to couple affordable housing with the provision of housing counseling services to create stable and long-term living for York County residents. Counseling services are provided by the Housing Alliance of York (HAY). HAY is a non-profit PHFA and HUD Certified Housing Counseling Agency.
 
The counseling services provided by the Y Housing Resources seek to assist both renters and homeowners with budgeting and finance and understanding credit. Trained and certified counselors can also provide counseling to assist with finalizing a mortgage or refinance, finding affordable housing and renter and homebuyer education seminars. 

Y Housing Resources can also provide mortgage foreclosure prevention counseling and education seminars, as well as, reverse mortgage counseling.
 
HUD Approved Housing Counseling is always free of charge!

HEMAP is a loan program through the Pennsylvania Housing Finance Agency.  Program participants receive loans to bring delinquent payments current and may be eligible for continuing payment assistance for up to 36 months.
 
Applicants must:
  • Have received an ACT 91 NOTICE from the mortgage company
  • Be at least 60 days delinquent in mortgage payments
  • Be PA residents who occupy the mortgaged property
  • Be suffering a financial hardship through no fault of their own
  • Demonstrate a reasonable likelihood of resuming and maintaining normal mortgage payments in the future
If you have received an ACT 91 NOTICE, call immediately as it is imperative you meet with a counselor within 33 DAYS of the date on the notice. Applications for this program must be submitted by PHFA-certified Housing Counselors.

Welcome to Credit and Debt Counseling at Y Housing Resources! Certified housing counselors will conduct an analysis of your credit history, monthly budget, liquid assets and current liabilities to identify any barriers that exist which are preventing your financial sustainability. A Housing Counselor will assist you with creating a step by step action plan to accomplish your financial goals. All sessions are free of charge!

Renter Education combines one-on-one counseling with group seminars to help educate renters about their rights and responsibilities when renting, what are the landlord’s responsibilities, what is the landlord tenant act and what does it do for renters, detailed review and explanation of a lease, typical housing expenses, moving in and moving out procedures and budgeting.

Thinking of buying a home? Don’t know where to start or if you’ll qualify for a mortgage? What about Pre-Purchase Counseling at YHR? Certified counselors can analyze a client’s financial situation to determine their ability to qualify for and maintain a mortgage loan. The counseling is intended to prepare the client for homeownership, with an emphasis on financial management, understanding the home-buying process, and preventative maintenance. As in the Credit & Debt Counseling, each session is tailored to the individual’s specific needs in order to achieve the maximum results.

Homebuyer Education combines group workshops with one-on-one counseling. YHR partnered with the Community Progress Council to offer Homebuyer Education seminars. The seminars consist of three 3-hour workshops or one full-day Saturday seminar. Participants may qualify for the City and County’s York Home Buyer Assistance Program which can provide potential home buyers with down payment and closing cost assistance.

FSA is a matched savings program that earns $1 for every $1 saved, up to $2,000. FSA Program participants must be residents of York County and meet the income eligibility guidelines. Participants are required to attend financial literacy workshops and will also be provided with specialized assistance that is tailored toward their individual savings goal.

Homeowners 62 years of age or older may be eligible for a Home Equity Conversion Mortgage (HECM) to supplement their income. Counseling through a certified housing counseling agency is generally required to ensure that the homeowner fully understands that they are drawing down the equity of their home. A certificate is issued upon completion of the one-on-one counseling. YHR does not determine eligibility for a reverse mortgage – that is done through a lender of the client’s choosing.

Default & Delinquency Counseling

For Clients who are in default or in danger of defaulting on their mortgage loans or their tax payments a certified Housing Counselor will perform an in-depth analysis of the individual’s circumstances, income, budget and loan type to evaluate what opportunities may be available to resolve the situation. Options may include HAMP, forbearance, repayment plans, refinancing, or other lender workout options. If staying in the home is not a viable option, counselors will discuss short sales, deeds-in-lieu, and other responsible disposition strategies.
